CEFIPRA – Call for application for the posts of Scientific Officer and Accounts Officer

Indo-French Centre for the Promotion of Advanced Research (IFCPAR/CEFIPRA) is the bilateral Centre of cooperation between India & France established in 1987 and is based in New Delhi. The Centre is jointly funded by the Indian and the French Governments and its mandate is to promote collaborative research between the two countries in cutting edge Science, Technology & Innovation.

 

IFCPAR/CEFIPRA invites applications for the following two posts:

 

Post No. 1 Scientific Officer – 1 post
  To be appointed on deputation/contractual basis upto 3 years with initial period of one year on probation in the Pay Band – 3 of Rs.15600-39100 with Grade Pay of Rs. 6600 in the pay scale of Government of India.
Essential Qualifications:
  i. Ph.D. in Biology\Chemistry\Physics from a recognized university for candidates with first class Master’s Degree
  ii. Additional Post-Doctoral research/teaching experience in relevant subjects in recognized institute(s)
  iii. Minimum seven years R&D experience in relevant area in recognized institute(s) after obtaining essential qualification (i) out of which at least four years experience in international collaboration and project management, in a team effectively

 

Desirable Qualifications:
  i. Knowledge of Computer Applications or Business Intelligence Tools/Data Management
  ii. Management  and scientific communication skills (verbal & written)
  iii. Knowledge of Intellectual Property Rights
  iv. Experience in handling International Collaboration

 

Job Requirement:
  i. The Scientific Officer will be reporting to the Director and will be responsible for all activities of the Centre under the overall guidance and directives of the Director
  ii. The candidate should also be familiar with S&T ecosystem in India and France and related rules and regulations of collaborative research

 

  The incumbent is also expected to do the following:
  i. To enhance coordination & cooperation between Indian and French academia and industry to develop Public Private Partnerships
  ii. To contribute towards the planning, enhancing and implementation of various research programmes of the Centre
  iii. To develop outcome report and database of scientific/industrial research supported by the Centre
  iv. To act as catalyzer in dealing with R&D clusters from both India and France and disseminating information
  v.

 

 

To analysis the outcomes of the completed projects of CEFIPRA based on stipulated parameters
  vi. Any other job assigned by the Director

 

  Age Limit as on 26.10.2016: Preferably below 45 years

 

 

Post No. 2 – Accounts Officer – 1 post
To be appointed on deputation/contractual basis upto 3 years with initial period of one year on probation in the Pay Band – 3 of Rs.15600-39100 with Grade Pay of Rs. 5400 in the pay scale of Government of India.
The final emoluments will be fixed commensurate with the qualification and experience of the candidate
Essential Qualification:
First Class M. Com. Degree from a recognized university

 

Desirable Qualifications:
  i. A thorough understanding of Government of India rules and regulations on administration & financial policies
  ii. Atleast ten years of experience in financial capacity of Government of India department(s)/ Autonomous Bodies
  iii. A good knowledge of current account practices of the Government of India departments
  iv. Knowledge and experience of computer based accounts management systems/programmes
  v. Experience in dealing with international cooperation activities in organizations/Government bodies will be preferred

 

 

 

 

 

Job Description & Experience:
  i. Assist the Manager (Admin. & Accounts) to ensure seamless workflow within the system/framework for the successful implementation of the various programmes of the Centre through establishment and follow up of good and transparent accounting processes.
  ii. Any other related duty assigned by the Manager (Admin. & Accounts) and the Director and assist them in overall governance of the Centre
  iii. Preference will be given to experienced candidates with the above qualifications

 

Age Limit as on 26.10.2016: Preferably below 45 years

 

General Age Relaxation Clause: Age, qualification & experience will be relaxable for five years on the recommendation of the Selection Committee in deserving cases based on evidence.

General Terms & Conditions:

These posts are purely temporary on tenure basis, the incumbents selected will have no claim for regular appointments under CEFIPRA or continuation of his/her services in any other programme.

Benefits of provident fund, etc. are not applicable.

The appointment is terminable with one month notice period from either side without assigning any reason and the tenure would be reviewed annually on the basis of performance and suitability.

Candidates working in Govt./Autonomous Body may send the application through proper channel along with last pay certificate.  However, an advance copy of the same should be sent to meet the deadline of last date of submission of application.

Application to any other e mail ID and not received through proper channel after one week of last date will not be considered.  Since it is not possible to call all the eligible candidates for interview/personal discussion, the applications will be shortlisted and shortlisted candidates will be called for interview.  The decision of the Centre will be final in this regard.

Any canvasing by or on behalf of the candidates or to bring any outside influence with regard to selection/recruitment shall be treated as disqualification.
